Site Usage Information

WinGIS gathers "site usage" information from all visitors to the WinGIS internet sites. Such data is used in the aggregate, to help determine general usage patterns and fine tune layout in order to ensure that our sites are as useful and enjoyable as possible. This "site usage" and statistical information may be made public information at the discretion of WinGIS. Please note that WinGIS does not control all HTML served in conjunction with its sites. WinGIS sites may include content from other parties that may perform user activity tracking other than that described herein. In particular, some of our partners may use "cookies" in ways that we do not.

Individual User Information

WinGIS may use software to monitor traffic and to identify unauthorized attempts to upload, change or access information, to cause harm or otherwise to damage this site. Individually identifiable information will not be released without that individual's prior consent. Visitors are specifically asked for individually identifiable information when signing up to use certain WinGIS services. In some instances, users may be asked for personal interest and demographic information in order to create a more customized user experience; however these fields will generally be optional. From time to time, WinGIS and/or its partners may wish to contact individual users regarding community news. However, such communications will only be delivered to users who have previously approved them. If a user sends an e-mail message or completes a Web form that contains personal information, we may retain the e-mail address and other information as appropriate for official business purposes.

Unauthorized attempts to upload, access, or change information on this server is strictly prohibited by law. Unauthorized use, tampering with or modification of this system—including supporting hardware or software—may subject the violator to criminal and civil penalties. In the event of unauthorized intrusion, all relevant information regarding possible violation of law may be provided to law enforcement officials.

Disclosure

WinGIS reserves the right to access and disclose individually identifiable information to comply with applicable laws and lawful government requests, to operate its systems properly or to protect itself or its users. Where practical, WinGIS will attempt to obtain the consent of the individual prior to disclosing individually identifiable information. As mentioned above, we reserve the right to share aggregated "site usage" information with third parties.

Data Presentation

This website displays data administered by WinGIS consortium agencies, including Winnebago County, Illinois. Consortium agencies are subject to a variety of state statutes governing public records and privacy rights. The law recognizes that it is not an invasion of privacy to communicate any information available to the public as a matter of public record. WinGIS will provide certain public records in an electronic format via the Internet as a service to the community.
